New paving to front gardens requires planning permission unless permeable solutions are used. There are also regulations from various authorities including the government encouraging use of sustainable paving and Sustainable Drainage Systems (known as SUDS) generally.

Concrete block permeable is different to conventional paving because it allows rainwater to filter through gaps between the blocks. Then, the open graded stone sub-base below has enough space to store the water for a short time until it soaks into the ground or gradually flows into the sewer.
Brett's excellent T-Flow Sustainable Drainage System is simple. When it is laid, spaces that form between the blocks are filled with classico chippings, which allows water to permeate at an optimum rate, whilst retaining the benefits of conventional block paving. The depth of the ground structure will depend on the condition of the soil underneath.
Although the water strategy refers to permeable paving, using conventional concrete block paving with rain gardens also has the same effect and so should meet the new requirements.
Interpave have produced some excellent guides on responsible rainwater management and they are available to download from www.paving.org.uk
